This new set of exclusions applies to certain items covered on Round 4 of the Section 301 tariffs. Currently non-excluded China origin products covered by this round are assessed a 7.5 percent additional tariff. The exclusions will be retroactive to the September 1, 2019 effective date of the tariffs, and they are scheduled to expire September 1, 2020.

Only two exclusions were granted at the HTS level while the remainder are limited to the written description provided.

  • Non-snelled fishing hooks, spectacle frames and industrial apparatuses are among the items covered by this varied list of excluded products.
The provisional number attached to this exclusion set is 9903.88.49 and it will be active once Customs updates their system. A link to the exclusion set can be found here: Set 30 Exclusions

Should the US revoke the special treatment afforded to Hong Kong as a separate territory of China, the Section 301 tariffs will apply to their products as well. If you import items claimed as a product of Hong Kong please watch this development carefully.

BEWARE of Exclusion Expirations

Between June 4 and August 7, 2020 many more exclusion sets are scheduled to expire. This will cover most of the exclusions granted to products found on Round 3 and also includes all exclusions covering furniture and lamps. While extensions are possible, the percentage of products granted an extension is very small.
