It is important to note that China Customs has issued Order #56 that updates requirements surrounding the China Customs Advance Manifest (CCAM). This affects all goods being imported from and exported to China with changes taking effect June 1, 2018. Please note the following:

Manifest submission timing for all shipments transiting Chinese ports (imports, exports, trans-shipments):

  • Ocean Freight – Manifest submissions should be made electronically (24) hours prior to loading onto container vessels
  • Air Freight – Manifest submission should be made electronically (4) hours prior to loading onto flight

Mandatory elements to be included in Shipping Instructions (SI) at the time of submission, otherwise will be rejected:

  • Full cargo description, which must be complete and accurate
  • Full contact details of the shipper and consignee are mandatory, including enterprise codes (for example Central Index Key/CIK and/or Employer Identification Number/EIN)

China Customs plans to enforce advanced manifest submissions rules, possibly with penalties for late or insufficient filings.
